No, the criteria for certification will not change. What is an Emerging Business Enterprise? Is a small business concern that is owned, operated and controlled by one or more individuals who are at a disadvantage. The individuals must have day-to-day operational and managerial control and interest in capital, financial risks and earnings commensurate with the percentage of their ownership. Who is eligible for certification as an Emerging Business Enterprise (EBE)? A 51% business owner who is a citizen or lawful permanent resident of the United States of America who has or continues to experience substantial difficulty in achieving business-related success. The business owner must be at an economic disadvantage, and meet three out of the five criteria listed below: At a disadvantage with respect to education At a disadvantage with respect to employment At a disadvantage with respect to residence or business location At a social disadvantage Lack of business training If you were certified as a Disadvantaged Business Enterprise (DBE) under the old name of the program are you still eligible to participate in the new program EBE Program? Yes. All businesses that were certified as DBE's are grandfathered into the Emerging Business Enterprise (EBE) Program. Is being a minority a criterion for EBE certification?
