Community Business Development Partners

The Community Business Development Partners (CBDP) is responsible for administering the County's disadvantaged business enterprise (DBE) program. The CBDP ensures that DBE participation in procurement, public works and professional services contracts; goal setting for DBE participation; contractor/vendor good faith effort (GFE) procedures and procedures for findings of contractor non-compliance are adhered to by the County.

Specific responsibilities include:

contract compliance monitoring;
certifying bona fide disadvantaged business enterprises (DBE's);
ensuring that procurement of contractors and suppliers by the County complies with government requirements;
administering revolving loan accounts to provide short-term assistance to qualifying firms;
developing various Community Business Development Partners (CBDP) seminars on effective business operations.

Mission Statement:

The mission of the Community Business Development Partners (CBDP) section is to increase overall economic viability for small and disadvantaged businesses in Milwaukee County.

In order to accomplish this mission, CBDP staff is dedicated to:

establishing goals for overall disadvantaged business enterprises;
certifying firms as qualified to participate in disadvantaged business enterprise programs;
monitoring and enforcing contract compliance;
promoting business opportunities and capacity building.
