Organizational Units

The Division of Human Resources, located in Room 210 of the Courthouse, was established by State Statute to administer the personnel related functions of the various County departments. DHR is committed to providing quality service to County departments and the general public.

Director's Office - Directs human resource programs; assigns projects and coordinates the work of the other divisions in DHR; presents departmental recommendations to the Civil Service Commission and the County Board's Personnel Committee; analyzes and reports on legislation affecting human resources; prepares the departmental budget; maintains position control and payroll records; prepares changes to County ordinances reflecting various personnel actions; investigates requests for pay increases, reallocations, changes in compensation policies and practices; coordinates and conducts Countywide training, and implements Milwaukee County's Equal Employment Opportunity Program. Employee Benefits - Administers the Milwaukee County  Benefits Programs for current employees and pensioners. Provides ongoing analyses of all current employee benefits and new benefit options, while also administering the conventional and health maintenance organization health benefits plans, dental benefits plans, Medicare, basic and optional group life insurance plans, and the Dependent Care Voucher Reimbursement Program; directs the Employee Assistance Program and Short Term Income Continuation Plan. Employment & Staffing - Develops, administers and monitors employee selection processes for all positions in the Milwaukee County classified service. This unit coordinates recruitment efforts and processes transfers, layoffs, reclassifications and reinstatements. (414) 278-4153.

Labor Relations - Negotiates all collateral agreements and overall labor contracts on behalf of Milwaukee County with the 8 different unions, which represent approximately 90% of Milwaukee County's workforce.  Labor Relations is responsible for the day-to-day contract maintenance of the various labor agreements, and conducts second or third step grievance hearings.  Labor Relations provides training to managers regarding the grievance procedure, discipline, and overall contract maintenance and interpretation. Retirement - Administers Milwaukee County pension payroll, conducts retirement seminars, prepares estimates, and processes benefit for retirees, accidental, ordinary or survivor members. (414) 278-4143.
